After crashing the truck into a school bus, Saipov exited the vehicle wielding what appeared to be two guns but later turned out to be a paintball gun and a pellet gun. He was shot by a police officer and arrested, and a flag and a document pledging allegiance to the terrorist group, the Islamic State of Iraq and the Levant, were found in the truck.

Saipov, who immigrated to the United States from Uzbekistan in 2010, was indicted by a federal grand jury on charges of eight murders, twelve attempted murders, destroying a motor vehicle, and supporting a terrorist organization.

This incident marked the second terrorist attack allegedly committed by a Diversity Immigrant Visa lottery winner, the first being the 2002 Los Angeles International Airport shooting. The attack led to the installation of anti-vehicle bollards on the Hudson River Park bike path, aimed at preventing similar incidents from happening in the future.
